Permanent residence in the Czech Republic

It is possible to get permanent residence in the Czech Republic by one of the following methods:

• A foreigner can get permanent residence, if he had been living in the Czech Republic for five years and had a residence permit.
• A foreigner can get permanent residence, if he got Czech diploma of State Accredited Higher Education Institution (at least bachelor's degree – three academic years) and after that worked for a year in specialty.
• Permanent residence in the Czech Republic can receive a person who proved a Czech origin.
• Spouse of a citizen of the Czech Republic can get permanent residence (after two years of having a residence permit).
• A single parent older than 65 years old of a citizen of the Czech Republic.
• A child, reaches the of majority of a citizen of the Czech Republic (older than 65 years old) can get permanent residence.
• A person, adopting a citizen of the Czech Republic, can receive permanent residence.
• A minor child of a foreign national who has permanent residence or a minor child of a citizen of the Czech Republic can receive permanent residence.
• A person, who stays in the Czech Republic due to political or sporting interests of the state, can receive permanent residence.

All other widely advertised methods of getting permanent residence in the Czech Republic are ineffective and also illegal.

It is necessary to pass a simple examination and to prove your level of Czech language (level A1) and to prepare documents for permanent residence (VISACZ will help you with to collect all necessary documents).

Absence of a previous conviction is a mandatory requirement for obtaining permanent residence. Furthermore, absence of tax debts is an obligatory condition: social benefits, health insurance, taxes, pension insurance, alimony and so on. Who is exempt from Czech language examination?

You may be eligible for an exemption of an examination if you have a diploma from Czech State University and the study program taught in Czech language.

• Persons, who over the past 20 years, had been continuously studying for at least one year in a Czech school, college or in the Institute of Higher Education.

• A person who have received a certificate, confirming the knowledge of Czech language (level A1). A person who have received a certificate, confirming the knowledge of Czech language (at least level A1). Students receive this certificate at the end of preparatory courses with the right to enter the university.

• Foreigners who had a final language examination in a Czech school.

• Persons who have not reached 15 years old.

• Persons who are older than 65 years old.

• Persons with physical and mental limitations in communication.

 

Information about the test in order to obtain permanent residence:

You can take an examination in any convenient school for you. Furthermore, the first attempt to pass the examination is for free. All further attempts will cost you 1500 CZK. The unlimited number of attempts to take a Czech language examination are possible.

An examination consists of two parts: a written part and an oral examination. The written part test your skills in reading, writing and listening. You will be asked questions during the oral part of an examination in order to check your communication skills and the ability to talk in Czech language.

The duration of an examination:

Reading – 25 minutes
Writing – 30 minutes
Listening – 35-40 minutes
Speaking – 10 minutes

The hardest part of an examination is listening, since the audio corresponds to the normal rate of Czech speech. Pay a lot of attention to the listening part of the examination, as there will be a lot of unnecessary information and for correct answers to the questions you should have a good perception of Czech speech. Try to focus on specific information.

The examination total time is 90 minutes. However, in reality it takes longer than 90 minutes, approximately the duration of an examination in order to obtain permanent residence takes six hours, as you should consider the time allotted for registration, a waiting period between parts of examination, waiting for results of an examination and the issuance of certificates.

Please note that for admission to the second part of an examination, which is oral part, you should receive at least 60% at each previous part.

The advantages of permanent residence in the Czech Republic:

• A foreigner has the right to work for hire on an equal basis with Czech citizens without permission from the Employment Agency,
• A foreigner is entitled to pension and other social benefits on an equal basis with Czech citizens,

If you situated in the Czech Republic as a student and have residence permit for the purpose of studies (23, 24 visa codes), then one year of your residence in the Czech Republic is considering as a half of a year. Thus, for issuing a permanent residence in the Czech Republic you can either to get a diploma from Higher Education Institution and after that to work on specialty for one year or to be a student for the period of ten years.

  • completed application form
  • passport
  • a document confirming the purpose of getting permanent residence. In case you apply for permanent residence after five years of residence permit in the Czech Republic, it is enough to indicate this in application form
  • two photographs
  • proof of accommodation
  • a document confirming language proficiency: diploma from Czech State University, certificate and so on
  • proof of funds for living in the Czech Republic. This is not about a certificate from the bank on the availability of funds, you have to provide documents confirming your stable monthly income.

Permanent residence on humanitarian grounds

1) Caring for an EU citizen who, for medical reasons can't take care of himself.

Information for foreigners with permanent residence in the Czech Republic

Housing

To acquire your own property, there are the same laws as for the citizens of the Czech Republic. In the Czech Republic, there are several varieties of property:

  • own homes,
  • a hosing cooperative,
  • renting,
  • certain forms of housing (dormitories, hostels).

To purchase housing, you can use a mortgage loan or housing construction savings. With a permanent residence in the Czech Republic, a mortgage rate will be much lower.


Duties of a foreigner in the Ministry of Interior

• You are obligated to report about the change in the place of residence to the Ministry of Interior of the Czech Republic within 30 working days from the date of the change, if the next residence period is more than 180 days.
• You are required to inform the Ministry of Interior of the Czech Republic about the changes, connected with: surname, marital status, the data specified in the document confirming your residence permit.
• You must report the Ministry of Interior of the Czech Republic about lost passport or stolen passport instantly.
• You are obligated to submit an application for permanent residence to the Ministry of Interior of the Czech Republic about permission (visa for over 90 days) within 60 days from the date of birth of the child.


A permanent residence document

• Can be in the form of sticker attached to the passport or in the form of document with your biometric data.
• Validity – 10 years (validity for children up to 15 years – 5 years).
• A document should be extended within 90 days before the expiration.

Work and business

For entrepreneurs: 

• You can do your business on an equal basis with Czech citizens. To engage in business activities is possible for an individual and intermediary commercial companies.
• The right to do business activities is registered in the office of trade.
• You also must have registration in the Commercial Register, Social Security Administration and health insurance.

For workers (employees):

• You have the same rights and responsibilities as a citizen of the Czech Republic in the labor market. You can work without a work permit in the Czech Republic.
• You are entitled to receive wage. The public authorities have established a minimum wage and an employer has no right to reduce it.
• Your rights and responsibilities should be indicated in the notarized employment contract.
• In case you do not do business, you are not employed, you do not study full-time, you have the right to ask personally for intermediary employment at the relevant employment exchange.

Social security and pensions

Rights

In case of old age, disability, if you are widowed or you became an orphan, you are entitled to receive the corresponding pension. With regard to social security and pensions, you have the right to receive information in any social security district office.

The amount of money that you pay social security usually includes:

  • pension insurance
  • allowance for Public Employment Service
  • health insurance

Duties

You are obligated to pay for social insurance when you are employed. If you are unemployed, you will automatically be removed from this duty.

Pensions:

  • old-age pension
  • disability pension
  • widow's pension
  • orphan’s pension

Czech Social Security Administration in Prague appoints the amount and payment based on the application.

Social norms and social services

Rights

• You have the right to require social security benefits
• You have the right to use social services

Duties

• You are obligated to follow the instructions and the requirements of social workers.
• If social security controls your situation than you must first of all to require social benefits.


Health insurance

Rights

  • choose health insurance
  • select the treating doctor and medical facility

Duties

  • pay a monthly insurance fee
  • have a valid health insurance
  • pay a fee for visit to a doctor if there was a clinical examination
  • pay a fee for getting medicines
  • prescribed medicines may be paid by the insurance company in whole or in part, but it can happen that you will be obligated to pay the whole amount of money on your own.


If you situated in the Czech Republic in "Samoplátce" status, which means that you have permanent residence but you are unemployed - please note that you are still obligated to pay monthly for health insurance. The amount of monthly payment will be calculated based on minimum wage in accordance with the legislation of the Czech Republic. Even if you are not situated in the Czech Republic temporarily, you still are required to pay monthly for health insurance.
